The procedure for the approval of Vehicle Restraint Systems in the UK has now changed. Previously when a product was tested to EN 1317 the test facility would provide a test report which was sent to The Highways Agency (HA) for review. Subsequently the HA would issue a letter confirming that the product was either acceptable or not for use on the Highway. The new procedure is that the test facility will issue a report to a Notified Body as opposed to the HA. The Notified Body will then either accept or reject the product as suitable for the road network. If the product is accepted an acceptance letter is sent to the manufacturer and the HA for inclusion into the approved vehicle restraint systems document. Currently the notified body in the UK is MIRA

EN 12767
The European standard EN12767 (Passive Safety of support structures for road equipment) requires a speed class test (50,70 or 100Km/h) and a mandatory low speed test (35Km/h) to be carried out, in accordance with EN 1317, to demonstrate a products compliance with the standard. A product can only be placed on the highway where the speed limits are no greater than the speed class tested.
 
Third Party Approval

As the UK do not have a specific requirement for CE marking The Highways Agency require 'third party certification' as a way of giving some assurance   to designers. However there is no defined criteria for the credibility of the third party assessor.

The Facts

The test facility that carries out the approval test to
EN 12767 does NOT have to be approved.
The third party assessment can be carried out by anyone that the manufacturer of the product deems suitable.

Varley and Gulliver's Hi Mast was tested by MIRA, who are approved to carry out testing to EN 12767 and EN 1317 by UKAS, and their Third Party Assessment was conducted by Arup consulting engineers
