Systems complying with the AASHTO 17th addition standard do not require dynamic testing. Their performance is proven by calculation.
The European standard
EN 12767 specifies performance requirements and defines levels in passive safety terms intended to reduce the severity of injury to the occupants of vehicles impacting with the permanent road equipment structures.
BS EN 1317 covers all Vehicle Restraint Systems. It measures performance classes, impact test acceptance criteria and test methods.

Is the standard used to CE Mark passive sign supports too and also provides the National Annex.

Is a means to certify that a product has met European Conformity.

The American standard NCHRP 350 specifies performance procedures for the Safety Performance Evaluation of Highway Features. Whilst it doesnt define levels of occupant safety these are taken into account within the pass / fail test criteria utilising an upper limit.
