EN 1317 – The Dangers
In 2005 it became mandatory that all Bridge Parapets were tested and approved in accordance with the European standard EN 1317 and all conflicting standards had to be withdrawn.
EN 1317 is a performance based standard so products only have to satisfy the requirements of a test criteria to be approved. Whilst there are good elements to the standard it’s the life threatening ones that will be the focus of this article. These concerns didn’t exist under the British standard regime and could result in an increase in road accident injuries and fatalities.
Prior to the introduction of EN 1317, Bridge Parapets had to conform to the requirements of
the British standard BS 6779. The latter standard required products to be crash tested to one of three containment levels, which were almost the same as the containment classes N1, N2 and H4a in the European standard of today.
Carrying out a crash test is only the first step in ensuring that a product is suitable for placement on the highway. How does the crash test qualify a product for varying environmental conditions, site geometry and quality and material integrity?
