Europe has put a draft proposal forward for transitions. A1-A2 and B1 to B4 What is of concern and quite unbelievable is that ‘A1’ which refers to Full scale testing and ‘A2’ which refers to Simulation are considered to have the same level of confidence. A point to note is that ‘B1’ which refers to Full Scale Testing to the current draft standard ENV 1317 – 4 is considered to have a lower level of confidence than ‘A2’ (Simulation). If this becomes the mandated standard for transitions each member state will be able to elect which option to choose. If a country selects A1 as its preferred option it would potentially rule out those considered a lesser alternative.
